What Retailers Need to Know
Only retailers who are certified by the NTIA will be reimbursed for the $40 electronic coupon cards.
Even more important, the deadline for retailers to become certified is March 31, 2008.
A list of certified retailers will be listed on the TV Converter Box Coupon Program web site and retailer web site. Also, as consumers receive their coupons, they will receive a list of nearby certified retailers.

How to Become Certified
As a retailer, you must do the following to register to become certified:
Must apply for and receive a Dun & Bradstreet DUNS number. This is necessary to register as a Central Contractor, as explained below. The DUNS number is free, and may be done at www.dnb.com.
Must have completed a Central Contractor Registration and receive a Commercial and Government Entity Code (CAGE Code). This registration is free, and required in order for the US Treasury to transfer money redeemed from coupons to the retailer. After the DUNS number is attained, registration may be done at www.ccr.gov.
Must have systems that can be easily audited.
Must agree to have coupon sales audited at any time.
Must provide NTIA with redemption information (valid coupon, converter box UPC or SKU and the retailers merchant ID. More details about the required data can be found at www.ntiadtv.gov.
Must only accept coupons for authorized purchases.
Must train employees on the purpose/operation of the coupon program.
Must have been in business for at least one year.
Other Facts
Consumers who applied will begin receiving their coupons around the end of February to the beginning of March.
